A Portland woman faces 15 counts of second-degree animal neglect, a felony, in connection with the removal of 13 dogs and two cats from her Lents neighborhood home Tuesday.

Susan Long, 51, declined to comment Sunday on the charges against her, saying she did not yet have an attorney.

A probable cause affidavit described poor living conditions for the animals when authorities entered Long’s home last week.

“The stench inside the home was excessive, and items were piled and packed so tightly into the house that officers could not initially determine a way to get into the house,” the court record said. “They located a total of thirteen dogs, many of whom were in cages stacked on top of one another. Another dog was locked in a small shed with no movement space. Officers located two cats who had been apparently using a mattress on the floor as their litter box.”

The dogs appeared malnourished and had hair loss from apparent mange, court records said.
