A Centralia man charged for allegedly distributing sexually-explicit videos of children under the age of 10 has been released from the Lewis County Jail on a $10,000 unsecured bail, meaning that he was released from custody and is not required to pay the bail amount unless he violates his conditions of release.
Richard D. Davis was arrested following a Washington State Patrol investigation into a device utilizing eMule, a peer-to-peer file sharing program that links to the file sharing network eDonkey. Officers linked two videos to a device owned by Davis, and reportedly discovered a third video during a search of his property.
Lewis County Deputy Prosecutor Joe Bassetti requested that Judge James W. Lawler set Davis’ bail at $25,000 secured, meaning he would remain in custody until he paid the bail amount in cash or via a jail bond, due to concerns about the alleged facts of the case and the potential involvement of minor victims. The alleged victims were not identified in court documents and there are no children linked to his residence.
Due to Davis’ lack of criminal history and his ties to the local community, Lawer granted defense attorney Rachael Tiller’s request for unsecured bail in the amount of $10,000. His next scheduled court hearing is an arraignment hearing on April 22.
