Level 3 sex offender living on Hadaller Road in Mossyrock

A level 3 sex offender with convictions for rape and communication with a minor for immoral purposes is living in the 300 block of Hadaller Road in Mossyrock, according to a notification by the Lewis County Sheriff’s Office. 

Level 3 sex offenders are considered the most likely to reoffend and a clear risk to the community. 

Rupp W. Freece, 33, pleaded guilty to communicating with a minor for immoral purposes on March 13, 2012, in Lewis County Superior Court. That conviction stems from Freece, 20 years old at the time, providing alcohol to two 15-year-old girls he had just met and having sexual contact with them. Freece received a two-month jail sentence and 12 months of probation.

On Jan. 15, 2014, Freece was convicted of third-degree rape and first-degree burglary in Lewis County Superior Court. The conviction came after Freece, at age 22, went to the home of a woman he knew and asked to use her phone. 

“The 52-year old woman allowed Freece inside, and shortly after making a call, he began to sexually assault her,” the sheriff’s office stated. “After the assault, Freece left and was later arrested at a friend's home.”

Freece received a 57-month prison sentence and 18 months of supervision upon his release. 

The Washington state Attorney General’s Office filed a petition earlier this year to have Freece involuntarily committed as a sexually violent predator. 



State law defines a sexually violent predator as a person who has been convicted of or charged with a sexually violent crime and suffers from a mental abnormality or personality disorder which makes the person likely to engage in predatory acts of sexual violence if not confined in a secure facility.

That wasn’t the first time the state petitioned to have Freece involuntarily committed. The attorney general’s office filed a similar petition in August 2018 after Freece finished his 57-month sentence for first-degree burglary and third-degree rape charges. 

A jury ruled against having Freece committed on allegations that he is a sexually violent predator on May 19, 2021.

In February 2023, Freece was arrested on an attempted burglary charge for allegedly trying to enter a Mossyrock residence while a woman and her children were inside. 

He pleaded guilty to one count of gross misdemeanor harassment on April 20 and was sentenced that same day to 30 days of electronic home monitoring with credit for three days he spent in custody. 

Freece is described by the sheriff’s office as a 6-foot-1 white man weighing 245 pounds with blue eyes and brown hair.
