Two men who sex trafficked a 13-year-old girl and three others who solicited her for sex were convicted as part of a months-long investigation by prosecutors and Portland police.
Domonique Williams, 33, was sentenced to 19 years in prison this month after pleading guilty to charges of first-degree sexual abuse, promoting and compelling prostitution and using a child in a display of sexually explicit conduct. Kai’Leif Newcomb, 23, was sentenced in June to 15 years in prison on charges of compelling and promoting prostitution.
Separately, police and prosecutors say the investigation led to the arrests and convictions of James Alfonsi, 67, and Vladimir Tishenko, 59, for soliciting the girl for sex multiple times. They are expected to be sentenced in October, court records show.
Portland Police Chief Bob Day said in a statement the case is “a stark reminder that human trafficking is not a distant problem.”
“It is happening right here in our community,” he said. “The successful resolution of this investigation is a direct result of trauma-informed policing, strong partnerships, and a victim-centered approach.”
Williams met the girl in 2021 near a Southeast Portland Walgreens, prosecutors said. She was 13 and he was 28. He sexually assaulted her soon after the encounter.
Within a month, prosecutors said Williams sex trafficked her to buyers in the Portland area. She turned over every dollar she made to him over three years. Newcomb trafficked the girl when she got away from Williams.
Police and prosecutors identified the girl during an anti-trafficking mission in December 2023 on Northeast 82nd Avenue – where police have frequently tried to crack down on human trafficking.
Police said the girl, who was 16 then, was identified and interviewed but did not want to participate in an investigation. But three months later, police say she contacted detectives and disclosed she had been a victim of sex trafficking for three years, compelling the bureau to intervene.
Police and prosecutors found that Tishenko, of Vancouver, and Alfonsi, of Lake Oswego, purchased sexual acts dozens of times.
Police saw another man, 35-year-old Cameron Caulfield, with the girl during a sting. He pleaded guilty in April to charges of purchasing sex with a minor and commercial sexual solicitation. Records show he is scheduled to be sentenced next year.
Multnomah County Senior Deputy District Attorney JR Ujifusa prosecuted the case and applauded the girl’s courage.
“It is awful to think that our community creates a demand for a 13-year-old girl,” Ujifusa said.
