Candidates for county commissioner, state Legislature fail to file pre-election spending reports

Lewis County commissioner candidate Damian Bean and legislative candidate Melvin Kaleolani Apana failed to file mandatory pre-general election spending reports to the state Public Disclosure Commission (PDC) before an Oct. 15 deadline, the agency announced Tuesday.

In an announcement, the agency said registered full-reporting candidates must file expenditure reports 21 and seven days before the election, regardless of campaign activity. The next reporting deadline was Tuesday.

“This is information that it’s imperative that the voters know before they vote,” Commission Chair Allen Hayward said in a statement. “When I see … people running for superior court judge that aren’t complying with the reporting laws and people who are running for the Washington state Legislature, or county commission … this is our purpose, this is the reason we exist, to get this kind of information to the voters before they vote. They’d better get right with us, or they better have some explanation for the voters.”

According to the PDC, 12 candidates across the state appear to have missed the reporting deadline. The candidates were alerted on Friday and asked to either submit their paperwork or provide an explanation as to why they didn’t need to file.



As of Tuesday, neither Bean nor Apana had filed the required report.

In the general election, Apana will face state Rep. Peter Abbarno, while Bean will face current Lewis County Commissioner Sean Swope.

According to PDC records, Apana has not received or spent any funds in his bid for the legislature. As of 2 p.m. Tuesday, Bean had raised $6,073.91 and spent $3,543.05 in his challenge to Swope.
