Cowlitz County OKs 4-lot rural subdivision off Spirit Lake Memorial Highway

The Cowlitz County Board of Commissioners approved preliminary plans for a four-lot subdivision off Cooper Hill Court, a private road near the intersection of Schaffran Road and Spirit Lake Memorial Highway.

The developers, Woodland-based Chilton Development Services, plan to reconfigure three existing lots that were previously part of a different four-lot subdivision and create one new lot. The lots will range from 2 to 4.17 acres, Cowlitz County senior planner Sahara Couey told the board at its Jan. 13 meeting.

The exact address is 178 Cooper Hill Ct., Castle Rock, about 3 1/2 miles west of Seaquest State Park. Another, five-lot subdivision was OK’d in November at 1012 Paine Rd., just east of the park.

The early plans on Cooper Hill Court do not include exact details of the size and type of housing. The area is designated as rural in the county’s comprehensive plan, meaning lots must be a minimum of 2 acres and at least 100 feet wide.



The lots will have individual septic systems, and would be served by Cowlitz County Public Works water system.

The original subdivision was approved in 2023, according to documents included in a Cowlitz County Planning Commission report. However, no houses were actually built.

Although the subdivision is officially located in Castle Rock, it would be zoned for Toutle Lake School District, according to the report.
