Lewis County Commissioners Seek Proposals for Night-By-Night Homeless Shelter

The Lewis County Board of County Commissioners (BOCC) is seeking a provider to help design a permanent night-by-night shelter and to also provide services to local clients. 

The BOCC has issued a request for proposals (RFP) for a provider to collaboratively design the shelter program with county staff, technical consultants and citizen advisory committee members. 

According to the BOCC’s announcement, a successful proposal would not only use the shelter for emergency housing, but would also use it as an entrance and propulsion point into a pipeline for housing and supportive services. 

Applicants are asked to describe their vision for the facility and its budget, while also identifying the ways in which their proposal meets a number of requirements identified by the community for how the shelter should operate. The proposals will serve as a starting point for a collaborative design process, which will produce the ultimate program the provider will operate.



“This shelter will be the first step on the ladder to housing — it needs to be well-designed, in partnership with a provider who can both house people when they are most vulnerable and empower them to succeed in finding housing,” said Eric Eisenberg, a county staff member involved with the effort.
