An unlicensed masseuse is accused of sexually abusing two clients while giving them massages inside his Lloyd Center shop and also faces charges alleging child sex abuse, according to court records.

Portland police arrested ViVi Massage owner Xianquan Wu, 59, in June after a woman who worked at another business inside the Northeast Portland mall called 911 and said Wu had just sexually abused her as she lay on his massage table, according to a probable cause affidavit filed in Multnomah County Circuit Court.

Police arrived at the mall and also identified a coworker of the woman who said she had told Wu “no” as he touched her during a massage, but he didn’t listen, the affidavit alleges.

As the investigation progressed, detectives found evidence of a third alleged victim, identified only as a child, unrelated to the massage business, according to court papers.

Wu now faces a 10-count indictment with charges including first-degree sexual abuse, sodomy, private indecency and using a child in a display of sexually explicit conduct.

Oregon Board of Massage Therapists compliance manager Jeff Van Laanen said Wu was issued a permit to operate a massage business in 2016, but the license did not allow him to perform massages. Wu faces two misdemeanor counts pertaining to that conduct.

Reached by text message, Wu said the “matter is still under investigation” and declined further comment.

A spokesperson for the mall didn’t immediately respond to a request for comment, but the roll-up gate at the massage business was locked Thursday afternoon and unread mail lay on the floor. Nearby shopkeepers said they hadn’t seen Wu in weeks.
