The 19th Legislative District is represented by two lawmakers with distinct approaches to conservative leadership. Reps. Jim Walsh, R-Aberdeen, and Joel McEntire, R-Cathlamet, share commitments to lower taxes, property rights, limited government and the economic interests of rural Southwest Washington.
Walsh has established himself as an outspoken advocate for constitutional rights, fiscal restraint and government accountability. His willingness to challenge the legislative majority has made him a prominent voice in Olympia.
McEntire, a Marine Corps veteran and former educator, has placed particular emphasis on rural schools, educational opportunity, natural resource industries and the challenges facing smaller communities.
McEntire's legislative accomplishments in education deserve recognition. In 2024, he successfully sponsored House Bill 2381, expanding eligibility for flexible school calendar waivers. The legislation gives qualifying smaller school districts greater flexibility to organize their academic calendars to meet local needs and manage limited resources more efficiently.
He also successfully sponsored House Bill 2004, which makes early course registration available to eligible veterans, active-duty military members, National Guard members and qualifying family members attending Washington's public colleges and universities.
Both bills passed the Legislature unanimously and were signed into law. They demonstrate McEntire's ability to work across party lines and translate practical ideas into policies benefiting students, families and rural communities.
For a district where smaller schools often face challenges different from those of larger metropolitan districts, McEntire's attention to educational flexibility and opportunity is an important part of his legislative record.
Unfortunately, that record has been clouded by troubling controversies involving his online conduct. His online activities earned him a Legislative Ethics Board violation in one incident and a protection order from a Cowlitz County District Court judge in another.
These developments raise serious questions about the responsibilities of public office. There is a difference between vigorously defending conservative principles and allowing online disagreements to become personal conflicts that distract from legislative responsibilities.
The conduct documented in these proceedings is disappointing, particularly when considered alongside McEntire's bipartisan legislative accomplishments.
Public officials are expected to tolerate criticism, engage respectfully with constituents and exercise restraint even when political disagreements become heated. Those responsibilities extend to online interactions.
McEntire's successful education legislation demonstrates what can be accomplished through collaboration and attention to the practical needs of constituents. His recent controversies, meanwhile, underscore the importance of judgment and accountability in public service.
He has an opportunity to address the concerns raised by these incidents, demonstrate greater restraint in his public communications, and refocus attention on his legislative agenda. Rural education, affordability, economic development and the protection of natural resource industries remain important challenges for the 19th District.
McEntire’s opponent, Democrat Terry Carlson, has also faced very serious issues and questions in his past. A Department of Social Services investigation from 2011 found that Mr. Carlson influenced his then 4-year-old child to make false reports regarding sexual abuse by her stepfather. More recently, in 2023, Mr. Carlson had an unpaid child support lien. A candidate does not run in a vacuum, and voters should also be aware of a candidate's past behavior.
Since entering the Legislature in 2017, Jim Walsh has established a consistent record of advocating for lower taxes, constitutional protections, parental involvement in education and greater local control. His role in drafting the 2024 citizen initiatives, three of which were enacted by the Legislature, is a particularly significant part of that record.
Walsh also introduced proposals addressing property taxes, school safety, education choice and government accountability, although many have not become law. His legislative work combines conventional bill sponsorship with an emphasis on citizen initiatives, public debate and opposition to policies he believes expand government authority.
Walsh’s opponent is Democrat Kevin Moynihan, an Aberdeen City Councilmember. Moynihan’s major policy initiatives include addressing Washington’s taxes and affordability issues, rural job creation and economic development, and government accountability. These are all important issues that Walsh has already made a focus of his legislative career. Furthermore, the issues Moynihan aims to address were created by the majority party he hopes to join in Olympia.
For Walsh and McEntire alike, representation involves more than articulating conservative positions. It also requires constructive engagement with the public and sustained attention to results. At a time where Democrats have a long-standing monopoly on Washington politics and government, elected officials like Walsh and McEntire are needed now more than ever.
It is for these reasons that the Chronicle endorses 19th Legislative District Representative Jim Walsh and Joel McEntire.
