Police Identify and Search for Man Suspected of Murdering Whatcom Business Owner

The Ferndale Police Department has identified and is searching for a man suspected of shooting and killing a Ferndale business owner Thursday afternoon.

Ferndale police are searching for 49-year-old Todd D. Andersen on suspicion of first-degree murder, according to a news release from the city of Ferndale.

Andersen is believed to be driving a rented silver 2020 Dodge Charger with Oregon license plates 553MJM, according to the release, but no description of Andersen was included. Nexis records show Andersen lives in Bellingham.

Andersen is suspected of shooting and killing 58-year-old Douglas Scroggins of Ferndale, the release states.

Ferndale police were called at 12:04 p.m. Thursday, July 7, for the report of a shooting at a business in the 6200 block of Portal Way, according to the release. Officers arrived to find Scoggins dead after being shot multiple times.

Emergency radio broadcasts at the time reported the shooting was believed to have occurred at Pioneer Post Frame and that the suspect in the incident had left the scene and was last seen heading southbound on Portal Way.



"The suspect is considered armed and dangerous," the Ferndale release stated. "Members of the public who have information about Mr. Andersen's whereabouts are encouraged to contact the Ferndale Police Department by calling 911.

"This is an active homicide investigation and more details will be released as they become available to the public."

Kulshan Veterinary Hospital, which is located next door, posted on Facebook, "We are aware of the on going investigation next door to our Ferndale location but have been assured by law enforcement that it is safe to stay open. Please be aware that our parking lot is blocked off, you will need to park along Portal Way and walk to the clinic from there. Thank you for your understanding!"

Nexis records list Scroggins as the owner of Pioneer Post Frame Inc. According to its website, the company specialized in commercial, agricultural and personal storage buildings and can help with design, engineering, permitting, building pad preparation and construction.

As previously reported by The Bellingham Herald, Scoggins oversaw the construction of Pioneer Flexspace Premium Storage Condominiums on Portal Way, about a half-mile north of the Pioneer Post Frame offices. The 7.5-acre site was expected to be completed in 2020 and have 108 storage units covering about 225,000 square feet and offer storage for RVs and boats as well as being used as places to turn ideas into businesses and establish a U.S. presence for existing Canadian companies, Scoggins told The Herald in 2019.
