Portland man accused of sexually assaulting 17-year-old runaway he met downtown

A 63-year-old man is accused of sexually assaulting a 17-year-old runaway girl after befriending her in downtown Portland and taking her back to his apartment at The Joyce building, according to court records.

George Dee Moon is accused of first-degree rape, first-degree sodomy, first-degree sexual abuse and coercion.

The 17-year-old girl told police she had run away from home and was downtown early last Tuesday, trying to find a boyfriend who typically stayed in shelters. She had lost her phone and was crying when Moon approached her. He asked her what was wrong and took her back to his apartment, pledging to help her find her boyfriend, according to a probable cause affidavit.

Moon claimed he was in his 30s, and the girl told him her real age but didn’t share her actual name, the affidavit said. She thought he was an “old man” and wouldn’t harm her, and she fell asleep on his bed, the affidavit said.

When she woke up, however, Moon was yelling at her and called her the “devil,” the affidavit said. When she got up to leave, he restrained her, pulled off her clothes and sexually assaulted her, despite her pleas to stop, the affidavit said.

She ultimately was able to escape the apartment around 2:15 a.m. She told a manager and security guard at the front desk that she had been raped and asked for a cab, the affidavit said.



The manager of the apartment building on Southwest 11th Avenue called police and told investigators that building management had received several similar reports involving Moon but the 17-year-old was the first willing to talk to police and report the alleged assault, Multnomah County deputy district attorney Afton N. Coppedge wrote in the affidavit.

Moon is being held without bail at the Multnomah County Detention Center. He was arraigned in Multnomah County Circuit Court on Wednesday and is due back in court this Thursday.
