Scorecard ranks Gluesenkamp Perez as the most Trump-aligned Democrat in Congress

A scorecard released by a conservative-affiliated think tank Tuesday says U.S. Rep. Marie Gluesenkamp Perez of southwest Washington aligned more frequently with President Donald Trump last year than any other Democrat in Congress.

The scorecard, created by the Institute for Legislative Analysis, ranked members of the U.S. House and Senate based on votes they took in 2024, when Trump was a presidential candidate but did not hold public office, and whether those votes aligned with the Republican party platform. The institute says its mission is to advance “limited government principles.”

The scorecard lists Vice President J.D. Vance, who was then a U.S. senator from Ohio, as the lawmaker who adhered most to the platform, saying he voted in favor of the GOP agenda 97% of the time.

And it ranks U.S. Sen. Raphael Warnock, a Georgia Democrat, as least aligned, saying he voted with the Trump agenda just 3% of the time.

The scorecard says Gluesenkamp Perez, a notably moderate Democrat who represents Washington’s 3rd Congressional District, voted with the Republican platform about 49.8% of the time in 2024, making her the Democrat most aligned with the GOP.

Rep. Brian Fitzpatrick of Pennsylvania is ranked as the Republican least aligned with the agenda, voting in favor of Trump-backed policies 51% of the time.

The scorecard says that Gluesenkamp Perez votes most frequently with the GOP on issues of trade and immigration and bringing “common sense” to government and is least aligned with Republican spending bills and those aligned with the Republican plan to stop Democrats’ “weaponization of government” and “assault on American liberty.”

“I was elected to represent the community of Southwest Washington, not a national political party,” Gluesenkamp Perez said in a statement on Tuesday. “When we get bogged down in partisan platitudes or priorities dreamt up by some faceless D.C. think tank, we lose sight of what’s really important – like only having to work one job to raise a family ... That’s what I’m fighting for.”

Gluesenkamp Perez was among eight Democrats who voted with Republicans to block an Environmental Protection Agency rule establishing stricter emissions standards for cars and light-duty trucks, for example. The scorecard ranked her as “with the GOP” for that vote, since the Republican platform promised to reverse “harmful regulations (by) canceling Biden’s electric vehicle and other mandates.”

However the scorecard also says that Gluesenkamp Perez frequently voted against the GOP’s plan to “defeat inflation and quickly bring down all prices.” The scorecard notes that she voted against an appropriations bill that would have cut funding to the Environmental Protection Agency and voted to uphold other environmental efforts that it described as “politicized” or “duplicative government bureaucracy.”

Voters in Washington’s 3rd District voted for Trump in the last two elections, according to data from The Downballot. Yet Gluesenkamp Perez has twice defeated a heavily pro-Trump opponent, with her 2022 and 2024 campaigns emphasizing her pledges to strengthen the working class and advocate for farmers and small businesses.

In 2023, the The Lugar Center and Georgetown University’s McCourt School of Public Policy ranked Gluesenkamp Perez as the 12th most bipartisan member of the 435-member U.S. House of Representatives.

Here’s how Oregon politicians stacked up in the GOP scorecard: 

  • Rep. Cliff Bentz, who represents Oregon’s 2nd Congressional District and is the state’s only Republican in Congress: Voted with the GOP 76% of the time.
  • Rep. Suzanne Bonamici, Democrat, represents Oregon’s 1st Congressional District: Voted with the GOP 7% of the time.
  • Rep. Val Hoyle, Democrat, represents Oregon’s 4th Congressional District: Voted with the GOP 14% of the time.
  • Rep. Andrea Salinas, Democrat, represents Oregon’s 6th Congressional District: Voted with the GOP 16% of the time
  • (Reps. Maxine Dexter, in Oregon’s 3rd Congressional District, and Janelle Bynum in Oregon’s 5th, were not included in the rankings. They entered Congress this year).
  • Sen. Jeff Merkley, Democrat: Voted with the GOP 10% of the time
  • Sen. Ron Wyden, Democrat: Voted with the GOP 14% of the time
