Sentencings
• Rupp W. Freece, 35, Winlock, was sentenced April 8 to 17 months in prison and 12 months of community custody after making Alford pleas to two counts of third-degree assault and one count each of obstructing a law enforcement officer and fourth-degree assault (domestic violence). • Rolley W. Horrace, 29, Chehalis, was sentenced April 8 to three months in jail with 19 days of credit for time served after pleading guilty to one count of second-degree burglary. • Brenden T. Durgin, 18, Centralia, was sentenced April 8 to three months in jail with 51 days of credit for time served and 12 months of community custody after making Barr and Alford pleas to one count each of third-degree assault, unlawful imprisonment, reckless endangerment and reckless driving. • Kyle J. Mason, 33, Kelso, was sentenced April 8 to 37 days in jail with 37 days of credit for time served after pleading guilty to one count of second-degree unlawful possession of a firearm. • Kayla L. Clark, 39, Tacoma, was sentenced April 10 to 25 months in prison and 25 months of community custody as part of a drug offender sentencing alternative (DOSA) after pleading guilty to one count of accomplice liability theft of a motor vehicle. As part of her sentence, Clark must participate in drug/alcohol evaluation and treatment.
• Abdul R. Hamim, 54, Seattle, was sentenced April 15 to 24 months of community custody and up to six months of inpatient treatment as part of a residential DOSA after pleading guilty to one count of second-degree organized retail theft. • Justin M. Dubay, 30, Centralia, was sentenced April 15 to 24 months of community custody and up to six months of inpatient treatment as part of a residential DOSA after he was found guilty of single counts of felony harassment and third-degree theft following a bench trial. • Morgan March, 30, Randle, was sentenced April 17 to 30 days in jail with 22 days of credit for time served and six months of community custody after pleading guilty to single counts of second-degree burglary, second-degree malicious mischief and third-degree theft. • Sean D. Sullivan, 54, Winlock, was sentenced April 28 to five years in prison and ordered to pay $9,250 in restitution after pleading guilty to one count each of second-degree burglary, first-degree theft and third-degree theft. Sullivan was also sentenced to 57 months in prison after a jury found him guilty of one count of possession of a stolen vehicle. The sentences run concurrently.
• Brandon L. Wyatt, 38, Tacoma, was sentenced April 29 to 45 months in prison and 45 months of community custody as part of a prison-based DOSA after making Alford pleas to two counts of second-degree identity theft, two counts of third-degree theft, three counts of second-degree vehicle prowl and one count of theft of a firearm. • Brayan A. Orozco, 25, Centralia, was sentenced April 29 to 14 months in prison and 36 months of community custody after pleading guilty to one count of first-degree possession of depictions of a minor engaged in sexually explicit conduct. An additional count of second-degree possession of depictions of a minor engaged in sexually explicit conduct was dismissed. Orozco was also ordered to pay $1,800 in fees and fines. • Tomas Leonardo Vargas, 53, Centralia, was sentenced April 29 to 12 months and a day in prison and 12 months of community custody after pleading guilty to one count of possession with intent to manufacture or deliver a controlled substance. • Grayson T. Hart, 40, Chehalis, was sentenced May 1 to 31 months in prison and 36 months of community custody after pleading guilty to one count each of first-degree dealing in depictions of a minor engaged in sexually explicit conduct and first-degree possession of depictions of a minor engaged in sexually explicit conduct. • Charles L. Keele, 53, Longview, was sentenced May 1 to 12 months and a day in prison with five days of credit for time served and 12 months of community custody after pleading guilty to one count each of possession with intent to manufacture or deliver a controlled substance (methamphetamine) and third-degree driving with a suspended license. • Christian Pantoja-Martinez, 24, Rochester, was sentenced May 5 to 90 days in jail with 60 days of credit for time served and 12 months of community custody after pleading guilty to one count each of second-degree burglary (domestic violence), third-degree assault (domestic violence) and interfering with domestic violence reporting. • Cielo C. Sanchez, 36, Belfair, was sentenced May 6 to 24 months of community custody as part of a mental health alternative after making a submittal to one count of first-degree robbery. • David L. Barouh, 54, Bellingham, was sentenced May 6 to 24 months of community custody and up to six months of inpatient treatment after pleading guilty to one count of possession with intent to manufacture or deliver a controlled substance. CENTRALIA POLICE DEPARTMENT
Arrests
• Jossette Maggard, 35, Fresno, was arrested and booked into the Lewis County Jail for alleged third-degree malicious mischief (domestic violence) in the 1100 block of Grand Avenue at about 10:38 p.m. May 18.
Agency assist
• An officer took a report in the 1300 block of Alexander Street at about 9:10 a.m. May 19 that met the criteria to forward to Adult Protective Services. The case is under investigation.
DUI
• Luciano Rodriguez Lopez, 40, Centralia, was arrested and booked for allegedly driving while under the influence of alcohol in the 500 block of Harrison Avenue at about 10:44 a.m. May 18.
• Luis Chavez Mendez, 18, Mossyrock, was arrested and booked into the Chehalis Tribal Jail for allegedly driving under the influence of alcohol near the corner of North Tower Avenue and East Fourth Street at about 8:19 p.m. May 18.
• Brandon M. Foster, 34, Centralia, was arrested and booked into the Lewis County Jail for allegedly driving under the influence of alcohol in the 1100 block of West Reynolds Avenue at about 2:50 a.m. May 20. According to police, Foster also allegedly committed an ignition interlock violation and was driving on a suspended license.
Hit-and-run
• An officer investigated a hit-and-run in the 1200 block of Lum Road at about 10:36 a.m. May 18. The incident reportedly occurred on Saturday. The case is under investigation.
• A hit-and-run was reported in the 1000 block of West First Street at about 4:20 a.m. May 19. The case is under investigation.
Identity theft
• An officer took an identity theft report in the 1000 block of Woodland Avenue at about 7:42 a.m. May 18. The possible theft reportedly occurred in Texas. The case is under investigation.
Trespass
• A 32-year-old Chehalis individual was trespassed from a business in the 1000 block of Harrison Avenue at about 12:40 a.m. May 19.
• A 52-year-old Michigan man was arrested and released for camping within the Centralia city limits in the 900 block of Old Airport Way at about 11:17 a.m. May 19.
CHEHALIS POLICE DEPARTMENT
Arrests and citations
• Michael W. Thomas was issued a criminal citation for alleged second-degree reckless burning in the 500 block of Northwest Pacific Avenue at about 4:06 a.m. May 16.
• Jose M. Lopez Sevilla was issued a criminal citation and booked into the Lewis County Jail for allegedly driving under the influence near the Exit 79 northbound off-ramp of Interstate 5 at about 1:21 a.m. May 17.
• Fernando Nino Martinez was issued a criminal citation and booked into the Lewis County Jail for allegedly driving under the influence near the 7900 block of northbound Interstate 5 at about 3:04 a.m. May 17.
• Michael W. Thomas was issued a citation for alleged littering in the 400 block of North Market Boulevard at about 2:49 a.m. May 18, after police received a report of a disorderly male kicking garbage outside and throwing things.
JAIL STATISTICS
• As of May 20, the Lewis County Jail had a total facility population of 147 inmates, including 133 in the general population and 14 in the Work Ethic and Restitution Center (WERC). Of the general population inmates, 112 were reported male and 21 were reported female. Of the WERC inmates, 11 were reported male and three were reported female.
• As of May 20, the Chehalis Tribal Jail had a total jail population of 18 inmates. Of those, six were from Centralia and 10 were from the Department of Corrections. Additionally, there was one each from the Quileute Nation and the Shoalwater Bay Tribe.
