Portland police say they have located and arrested a man accused of beating and kicking a dog earlier this month but say they don’t know what became of the dog.
The man allegedly hit the dog with a heavy rope on Aug. 2 and hung the animal from a fire extinguisher to repeatedly kick it, according to police. Police say the attack took place in an elevator in an apartment building in the 500 block of Northeast Holladay Street and was captured on video.
On Saturday, officers say members of the public reported seeing the alleged attacker. They arrested Isaac Booker Justham, 25, at Northwest 13th Avenue and Flanders Street.
Officers took Justham to a hospital, police said, because he claimed to have swallowed fentanyl. After his release, police booked him on three felony counts of aggravated animal abuse and unspecified outstanding warrants.
Police say Justham would not provide any information about the dog’s condition or location. They ask anyone with information about the dog to contact Detective Matthew Brown at matthew.brown@police.portlandoregon.gov and reference case number 24-803427.
