Bail is set at $200,000 for a man accused of strangling a woman in Toledo, taking her phone, stealing a gun and initiating a standoff with law enforcement on Sunday.

Ryan Adam Emery, 30, of Chehalis, is accused of grabbing a woman by the throat at her residence in the 100 block of Fluckinger Road between 7 and 9 p.m. on Sunday, July 14, after she told him to leave, according to charging documents filed in Lewis County Superior Court.

He reportedly released her when a child walked into the room and told him to stop.

Emery is also accused of grabbing the woman’s cellphone out of her hand when she tried to call police. The woman later told Lewis County Sheriff’s Office deputies she tried to leave the house through a back door, but said Emery blocked her path. She said she was eventually able to escape through the back door and reach the home of one of Emery’s relatives in Chehalis, who she said she hoped “would come to her house to remove (Emery),” according to court documents.

When she returned to her residence, she reportedly “noticed Mr. Emery had left, but her laptop, the TV remote, a laundry basket, a firearm and ammunition were all missing,” according to court documents.

The woman then called the Lewis County Sheriff’s Office to report the incident.

Deputies later located Emery at a relative’s address, located in the 500 block of Southwest William Avenue in Chehalis.

At the time, Emery “was in a room at the top of the stairs with a sheet of plywood restricting access,” according to court documents. Deputies “unsuccessfully tried to convince Mr. Emery to exit the house” and, after notifying Lewis County Sheriff’s Office administration, “the decision was made to stand down,” according to court documents.

A deputy returned to the Chehalis address at about 6:30 a.m. the next day, July 15, and parked in a spot where he could see Emery’s vehicle.

The deputy reportedly followed Emery’s vehicle when it left the residence and blocked the car in with help from another deputy before contacting and arresting Emery.

When asked where the firearm was, Emery allegedly said all of the woman’s belongings, including the firearm, were back at the Chehalis residence.

Deputies retrieved all of the stolen items from the residence.

Emery was booked into the Lewis County Jail at 9:55 a.m. on Monday, July 15, according to jail records. He was charged Tuesday, July 16 with one count each of second-degree assault, domestic violence; interfering with domestic violence reporting; second-degree unlawful possession of a firearm; and theft of a firearm.

“He is … an extreme risk to community safety, not just because of the allegations, but because of his history,” Judge Joely Yeager said of Emery during his preliminary hearing on Tuesday, citing Emery’s extensive warrant history and his criminal history, which includes previous domestic violence convictions.

Arraignment is scheduled for Thursday, July 25.

A no-contact order protecting the victim is in place.
