An agency-affiliated counselor who worked at Green Hill School in Chehalis between April 2018 and August 2023 is facing possible discipline from the state Department of Health for allegedly having an inappropriate relationship with an inmate at the facility who was also her patient.
The counselor, Cameron Bernice Capps, was still working at Green Hill School when her partner reported the relationship on or about May 30, 2023, according to a statement of charges dated April 23, 2025.
On Nov. 7, 2024, the inmate reportedly confirmed that Capps “solicited and engaged in an unprofessional and romantic relationship," according to the statement of charges.
State records show that Capps’ agency-affiliated counselor license, which was first issued on Nov. 1, 2018, expired April 19, 2023.
The state Department of Health has accused Capps of unprofessional conduct and sexual misconduct.
She has an opportunity to respond to and defend against the charges before disciplinary action is taken.
Capps is the second former Green Hill School employee that the Department of Health has pursued disciplinary action against so far this year.
A former substance abuse disorder professional who worked at Green Hill School, Leandra Dishan Calhoun, was charged with unprofessional conduct in February after she allegedly failed to cooperate with an investigation into her involvement in a drive-by shooting that occurred in June 2022.
Former Green Hill School inmate Daniel Recinos, who was 20 years old at the time, was arrested July 19, 2022, for allegedly stealing a vehicle from Calhoun, his former supervisor at Green Hill School, at gunpoint on June 9, 2022. She reportedly drove to Seattle earlier that day to meet up with him and was driving him to her Olympia home when he stole the vehicle, according to DOH charging documents and previous Chronicle reporting.
Recinos, who had been released from Green Hill School in Chehalis about two weeks prior to the incident, allegedly drove the stolen vehicle to Centralia and fired three shots from the vehicle in the 200 block of North Washington Avenue.
No injuries were reported, but one bullet did strike the porch window of an occupied home in the area.
Recinos allegedly left Calhoun on the side of the road in Olympia when he stole her vehicle.
Calhoun has an opportunity to defend against the charges before disciplinary action is taken.
