WinCo Site Plans Submitted for Centralia Station Development Near Mellen Street

WinCo Foods has officially submitted site plans for the proposed supermarket at Centralia Station, according to Port of Centralia Executive Director Kyle Heaton, who shared the update at a port meeting on Wednesday. 

“Staff and attorneys have reviewed and approved the WinCo detailed site plan, that has been transmitted to the city (of Centralia),” Heaton said. 

In a phone call with The Chronicle, Centralia Community Development Director Emil Pierson said the port has informed the city they have reviewed and approved WinCo’s plans, but the city has yet to receive them as of Friday morning. 

City staff are waiting for the plans to work on utility hookups for Centralia Station, Pierson said. 

Centralia Station is a proposed shopping center and mixed-use development with WinCo Foods planned as the anchor tenant. WinCo Foods is a warehouse-style supermarket chain that offers bulk food items and is open 24 hours a day. 

Once completed, it will be located just off the Mellen Street exit of Interstate 5.

The Chronicle submitted a records request for the site plans, but had not received them as of Friday.

While the site plans have finally been submitted, work continues on Centralia Station. Toledo-based contractor Midway Underground is continuing work on the project’s first phase, while the Kent-based contractor Scarsella Bros. Inc. is working on the second phase. 

Pay estimates to both contractors were approved this month by the Port of Centralia commissioners. 

The first pay estimate for phase two to Scarsella Bros. was approved on July 5 for $1,060,191.22. 

The company’s bid for phase two totaled $2,337,681.75. 



During Wednesday's port meeting, the seventh pay estimate to Midway Underground was approved for $683,820.42. 

Additionally, the sixth pay estimate to Midway Underground was approved on May 24 for $964,525.68. 

All seven pay estimates to Midway made so far total $3,893.679.69. 

Midway’s original bid for phase one was $6,116,322.03. With the change orders that have been approved, that total is now $7,071,768,67, according to previous reporting by The Chronicle. 

While the Port of Centralia originally expected phase one to be completed by this month, Heaton said he now anticipates Midway Underground will finish sometime before Sept. 30, alongside Scarsella Bros. 

“(Scarsella) is well ahead of schedule. We are looking for them to finish somewhere in the third quarter … Midway is also on track. Should be completed in the third quarter,” Heaton said. 

Once both phases are complete, WinCo Foods is expected to begin construction of its supermarket.
